You don’t need to defeat the fairy bos to find the Chansey. You can just move around on the map.
Chansey is usually really easy to defeat, especially if you use a ghost type pokemon because the only offensive move that the Chansey has in the double edge which does not effect ghost type pokemon.

Once you have these ingredients, set up a picnic at the Chansey spawning point which is the north of the North Province (area 3). Prepare the sandwich and eat it and a lot of Chanseys will start spawning.
