This is a gold mine to find good Pokemons. From the Pokemon Centre, go down to the beach and then go to the right hand side to a grassy area. On this grassy area you will find Pawniard.
Pawniard is rare to come across, so you might need to look around the area for a little bit. But keep looking, and you should find it.
You can also try your hand at South Province (Area 1 and 3) and East Province (area 3). They usually spawn around river banks, so be sure to look there. If you are lucky, you might find a group of them.
