Your Call of Duty: Modern Warfare 2 could lag no matter what device you are playing it on, be it PC, Xbox or Playstation. The lag and the frames per second drop are basically due to two settings. If you change these settings, your game will not lag.

Change settings and reduce lag in Modern Warfare 2
Disable on-demand texture streaming
The first setting you need to change is found under the Graphics settings. Open the Graphics settings. Once you open the Graphics settings, you will find a setting with the name “On Demand Texture Streaming”. Open this setting. Now you need to disable the texture streaming. Your game will not lag.
The reason why your game lags when this setting is on is that it eats up your internet. It clogs the internet which in turn reduces the speed of the internet. Because of the reduced internet speed, your game is not able to run properly.
Once you have disabled the on-demand texture streaming, move on to the next setting to reduce lag in modern warfare 2
Reduce the “Field of View”
In graphics, you will find another setting under “view” called the “field of view”. This will be set to 120. Reduce it to somewhere in the 90s. This will help improve the lag in the game. If you play in the third person, you will also need to change those settings.
Besides these settings, there are some other things that you need to keep a check on. Make sure the system you are playing matches the minimum requirements of the game. Make sure your ping is not high. Play the game in full-screen mode. Check your FPS rate. Also, keep your shadow settings to a minimum so it does not put a lot of stress on your GPU. Doing this will reduce lag in Modern Warfare 2.
