You can find Hawlucha early in the game on the rooftops west of Wild Zone 3 in Lumiose City.
To access this area, complete Side Mission 004: Break Time Battle, which unlocks the holovator near Wild Zone 3.
Use projectile moves like Water Gun to hit switches that create paths leading to the rooftops around Restaurant Le Yeah.
Cross the beams to reach the eastern rooftop area, where Hawlucha often perches near bushes and trees.
Hawlucha can spawn at any time of day in this area.
If it doesn’t appear right away, rest on a nearby bench and adjust the in-game time to refresh the spawn chances until it shows up.
