The TM151 can be found inside a cave in the north of Intel Grotto. The crafting materials that you need for TM151 are:
- 10000 L
- 3 Shuppet Scrap
- 5 Sinistea Chip
- 3 Greavard Wax
If you receive TM151 once, you can make additional copies if you have enough League Points and Pokemon materials.
The Phantom Force has a unique effect, you are partially invulnerable during the first turn and the attack during the second turn goes through Protect.
