If you check on the map, there is a separate water canal between these two tall buildings and there is a smaller bridge over this. Then the canal will get a bit bigger as it reaches sector F4.
Cross the middle bridge and go over to the smaller bridge. If you dive into the water right side of the bridge, in front of you, you will see a ladder. Go to the right side, you will see a toolbox on the bottom of the water.
